Merlin. Baffinland had submitted an approval for the increased production, and NIRB denied it. It went for minister approval, and it was approved. Why did NIRB deny it? Was it because of the impacts, or because they didn’t do the work before submitting it? He knows QIA had something to do with the referral to the minister, but now QIA looks after the 13 communities and not just the impacted ones. If the NIRB say no to something, can it just go the ministry of Canada and get approved?
