They have set a quota that they want to meet and the rail will help them meet the quota of so many tonnes and it would be better for the community of Pond Inlet for the rail to go to Steensby and not to Milne, and I would want the HTO to oversee the condition of the ice when time comes to shipping the ore.

Addition to what he said earlier. When they start to transport the high quantities in the summer, if the proposal is accepted they will start shipping 18 million tons. Will be difficult for them if they start shipping so much through Milne. If the railroad proposal is accepted they will want to ship the 18 million tons and this is very dangerous.

They picked the dates but the ice might not be broken at that time, HTO would want to be monitoring. Baffinland will not know if the ice is broken, the computer does not know. HTO will need to monitor and approve to say if the ships can pass, it needs to be run by community members.
